The Inclusion Department at the ELC of Duval provides Warm Line services to all Child Care Providers in Duval County. The Warm Line is a service providing assistance and consultation to early care and education providers regarding health, development, disability, and special needs issues of the children they are serving. 
 

vertical_bar What is Inclusion?

People with disabilities are afforded the same rights as everyone else, as covered by the Americans with Disabilities Act (1990).

The Division for Early Childhood defines inclusion as: “A value that supports the rights of all children, regardless of their diverse abilities to participate actively in natural settings within their communities. A natural setting is one in which the child would spend time had he or she not had a disability. Such settings include, but are not limited to, home and family, play groups, childcare, pre-schools, Head Start programs, kindergartens and neighborhood schools."
